CAGNE calls on MPs to back the amendment to the CA Bill to ensure that those impacted by airspace change have access to independent scrutiny, accountability and a fair hearing through an ombudsman.
The CA Bill is expected to be scrutinised by the House of Commons Public Bill Committee from Tuesday 20 October 2026, with the Committee expected to report by 5.00pm on Thursday 22 October 2026.
Liberal Democrat MP for Horsham, John Milne, said:
“Airspace modernisation is important, and therefore it must be done fairly and transparently.
“My amendment would give communities an independent route to raise concerns about decisions made by the Civil Aviation Authority (CAA).
“This would ensure both the voices of residents as well as the interests of the aviation sector are heard. As regulation in this area is strengthened, so too must the independent scrutiny that sits alongside it.”
CAGNE therefore urge elected members not to play politics with the future quality of life of residents that may be affected by airspace change. The proposed amendment to the Civil Aviation Bill would give communities facing new aircraft noise, more concentrated flight paths and significant disruption the right to independent scrutiny through an aviation ombudsman.

The Bill has been described by the House of Commons Library as a largely technical Bill that would modernise the UK’s aviation regulatory framework, including by giving the Civil Aviation Authority additional powers and by making changes linked to airspace modernisation. It does not highlight the fact that the CAA will be given overall unchallengeable accountability to MPs or residents.
